Being their GDP as part of Europe, etc. is pretty big.Would they use
navalized EFA or would they go with Rafale to have commonality with the
French?
And could Tornado be navalized?

Since they're cutting budgets and reducing the fleet, this seems moot.

Why in the world would you navalize an old design that is getting on
towards retirement age?

Like all the European flagships, having a large GDP and having money to
spend are two separate things.
