Does anyone know of an article about a checklist for the 51% rule? I
remember reading the article and would like to find the website to
download it. If I remember, it was a checklist of what parts and
components would be built to be considered 51%. For example, if you
start a kit but do not quite get to the same point as a quick build of
the same plane, what percentage have you built?

Wasn't that list based on qualifying a kit for the 51% list, not a checklist
used by inspectors?

The 51% rule isnt about building 51% of the plane.. its about completing
51% of the tasks associated with building a plane. For example... you
dont have to build ALL the wing ribs, you only have to build ONE wing
rib to accomplish the task of building wing ribs from the point of
completing tasks.

Pretty much, the plan or kit developer will have gotten a determination
that the airframe meets the 51% rule prior to marketing the kit. THat is
who you would look to for guidance.

No, there is nothing that says that an individual builder build any
percentage of the aircraft. That is a consideration for the RC.

That said, there is wide discretion shown in this area. I am aware of a
shop teacher that supervised a build, didn't touch one part, and received
the RC. Likewise, I have seen builders that wrapped up a build, but
demonstrated complete knowledge of the aircraft and received an RC.

I have seen a number of folks strip fabric and remove engine to inspect
structure and mechanicals, rebuild and get an RC.

Get the manual from FAA - Amateur Built Aircraft Reference Manual.
(AFS-600)
It has a complete checklist for evaluating any project for complience.

I believe that the "official" checklist is FAA form 8000-38; you can
find an example of this form buried in FAA Order 8130.2. Here's a huge

Over the last few years I've collected a few examples of how form
8000-38 was filled out so as to demonstrate "major portion"
