If I file an IFR flight plan 2 hours in advance from departure from a
towered airport and then leave really early or really late:
1. Is the FP normally available to my local tower about half an hour
after filing?
2. How long does it remain in the "system" if I get delayed?

In my experience, typically within 10 minutes or so.

I think typically 2 hours, but I don't think there's any guarantee or
specification. Your mileage may vary.

It is supposed to be available -30 minutes to +2 hours. It can be
longer. It is not supposed to be shorter.

Flight Plans tend to be available almost immediately after filing. I
suppose this depends on where you are, but that's been my experience
around New York.
If you're going to be delayed, just call up clearance delivery and ask
the controller to modify the P-time to be whenever you think you'll be
ready to leave. That'll make sure it doesn't time out and disappear.

The FP is there 30 minutes prior to your P time. When you file is not
relavant. If you want to leave earlier than 30 minutes before your P
time the controller will go into the computer and type in this...AM
N12345 tim Pxx00 That tells the computer to change the P time to the
current time, thus generating the strip for the controller so he can
read you your clearance.

The default is two hours after the P time. In some very busy locations
they may shorten this up to free up some more transponder codes.

The flight plan will be available at your local tower as soon as it's
entered in the ATC computer. A strip won't be printed until 30 minutes
prior to your proposed departure time. If you call before that time the
controller can amend the proposed departure time so that the strip will
print immediately.

Normally two hours after your proposed departure time. The flight plan drop
interval can be extended and that normally is done when weather delays
departures.

I think the AIM (see 5-1-11) says that flight plans will stay in the ATC
computer 1 hour after departure. Also, AIM paragraph 5-1-7 says that: "
Pilots should file IFR flight plans at least 30 minutes prior to estimated
time of departure to preclude possible delay in receiving a departure
clearance from ATC.".
There's a lot of good information in that "little" book.

After you depart the flight plan stays active until you land or cancel it.
Also, AIM paragraph 5-1-7 says that: "

I wouldn't worry about this. If you call AFSS on the radio and tell
them you want to depart now the strip comes up immediately in front of
the controller.

It says "a minimum of 1 hour after the proposed departure time."
Every place I've ever inquired, they've told me I get two hours.

Also, if it looks like you are going to miss the two hours, it hs been
my experience that a call to clearance delivery or the tower can get
you an extension.

Before I retired the times were a site parameter. They were established at
the Center after coordination with the terminal facility. Once you file
them they are in the Centers computer (what we used to call temporary
storage) they could be called up from there by the departure facility. The
busier the Center and terminal facility the shorter the time.

Y'All,
I got caught in the Las Vegas Bush TFR traffic jam last month. Called FSS
for pop-up air filed flight plan. First question asked was if we have filed
in the past week. We had two days before. Specialist brought up all the
info and just changed route info and we were on our way home..
