I am not sure why you think you need to talk that way to Bob Gardner,
who has done far more for aviation than you ever will.
He may make an occasional mistake, but that is no reason to spit at him
like that. A simple correction might be far more appropriate.

They most certainly do!
Each individual Congress critter can insert or delete anything they so
desire prior to publication.

Oh! I don't think so.
Congresscritters have the Congressional Record.
Federal agencies (the executive branch of the government) have the
Federal Register.
FARs are issued under the broad authority given by the Congress to the
Department of Transportation via an Act of Congress signed into law by
the prez.
Congress has no legal power over any FAR unless they send a new bill to
the president.

Yes, but most fellows on this group had high school Civics 101 as much as
forty years ago, not last semester, like you did.

As mentioned, it used to be in high school, and that level of detail was not
part of the curiculum.

He flunked that class.
When knowledge is lacking, which is more often the case than not with
this particular Usenet group, the subject seems to always get off topic.
This started because a gentleman who holds himself as an expert in the
workings of the FAA, posted outrageously incorrect information about how
instrument procedures are amended.
It really has nothing to do with high school or college civics; it has
everything to do with aviation expertise (something in short supply with
most of your airline pilot wannabes ;-)
