On C-130s painted in camoflauge they used to leave a panel bare on each side of
the vertical stab. There was a circle in the middle that was painted. What was
the purpose of doing this?

That circle in the middle isn't paint, it's - for lack of a better term - glue.
Actually, a combination of adhesive and waterproofing. There is a longwire VHF
antenna that runs from there to the spine just behind the flight deck.

Most of the C-130s I worked on were the bubble top HC-130P and HC-130N and I
seem to recall the long wires went to the leading edge of the vertical stab.
Come to think of it the bare panel seems to have disappeared on the ones I
worked on long before we went to gray. Maybe it was a change on ours.

Much more likely it's an HF (High Frequency) antenna.
VHF doesn't use 'long wire antennas'

You can operate on long wire antennae with VHF if you cut them right
(centre-fed droppy V-dipole, etc.) but there's no need to on an aircraft.

The c-130 is identical to what Gord wrote. In fact, my friends in Mojave
are seeking an STC to eliminate these wirs and put the antenna in the
vertical stab. (ie L139)

not required to be certified, the L-100 is.

An L-100 is a C-130, Dan. And yes FAA people do call it a C-130.

An L-100 is a certifed aircraft and a C-130 is not. Earlier you said it was
they weren't the same. Make up your mind.
As for the pension, I am no longer collecting a pension since my disability
went to 100% VA a year ago so I guess you are correct that I am not collecting
a pension. Now I would ask you to prove I am not retired but you can't so you
are dismissed.

That's what I just said, genius. What brought this all up was you saying a
C-130 was STC'd. All I said was you can't STC a C-130 you have to TCTO or cat
2B mod it to remove or change the long wire antennae.

And there aren't. STCs only apply to certified aircraft. C-130s are not
certified and can be modified by TCTO not STC. L-100s are certified and can be
modified by STC.

A time compliance technical order is like an SB Dan, not an STC.
I think there is a real possibility the STC'd HF antenna in the stab will be
used in C-130s. In fact, the STC will probably be tabbed identically into
the records of the C-130s. The USAF gives a lot of respect to civil
certified equipments. It is a basis.

Yes, an L-100 is a civil certified C-130 that requires a Part 25 change to
be modified.
