It isn't the energy, it is the wing construction that is the problem for
ornithopters.
On human power aircraft:
"The first officially authenticated take-off and landing of a man powered
aircraft (one capable of powered take-offs, unlike a glider) was made on
9 November 1961 by Derek Piggott in Southampton University's Man Powered
Aircraft (SUMPAC) at Lasham Airfield."
There have been many more since then, including the first helicopter on
10 December 1989 by the California Polytechnic State University Da Vinci III.
Human powered ornithopters have flown, but have so far required a tow for
take off.
