"The Military" would probably be surprised to find this out.
Is Moller becoming less-tightly wrapped over time, or is this just his
usual schtick getting more publicity than normal?

The article "quotes" a Lieutenant Colonel James Thomas, I wonder if
there really is such a person, or if there really is a whitepaper,
"Winning
an Asymmetric War with Skycars."
Sounds like a pump and dump scam.

Either Moller & Co. made it up, or someone is having fun with him, and
he hasn't noticed the hawser pulling on his leg.

Moller is an amazing, clever fellow. Not with the "skycar"...with
scamming money for it. Now he's trying to get the military to fund
it...might work.

Perhaps if you put enough explosives under the skycar it really would
fly. Kind of like the Orion spacecraft. :D
