Try Importing the trailer as storage container. Find out what the
rules are. When I was picking my glider from the port of entry I saw a
few vehicles being imported from Russia. I asked one of the customs
officers how they intended clear customs. He said they are intended
for working in the forest or a farm. He also said there would be a
flat bed coming for each of them. Try this approach it must be
possible. Then when you go to register you tell them it is a home
built. Then you should be all set.
There might be another way. There is an exemption for old vehicles,
but you must prove when it was manufactured. You can investigate this
approach as well.
