DC1428A, Aircraft Spruce Part Number 11-11685, is a 14V to 28V DC-DC
Converter for use in home-built aircraft. This unit provides up to 3.7A of

Did you read the description?
This is a 24v to 12v REDUCER, not a 12v to 28v boost converter.
I don't see where you came up with the Aircraft Spruce Part number, as
these are automotive items you'd find at a truck stop.
