Rumor has (had), it that the Feds were about to authorize a nation
wide non-discrete transponder code for gliders which was to be 0000 in
lieu of the current VFR squawk of 1200. Does anyone know anything
about this or is this just another pipe dream?

Sounds like NTSB recommendation A-08-12 that they sent to the FAA in this
letter:

The NTSB sent another letter at the same time to SSA:
http://www.ntsb.gov/Recs/letters/2008/A08_14_15.pdf

Likely the FAA will issue a notice of proposed rule making if it decides to
ever follow up on A-08-12. Don't know how the coming ADS-B regs change the
playfield with respect to gliders.

If done, it will be as a 'document change' rather than formal NPRM. I
don't know the current status, but if it's still moving ahead, target
date is about five weeks.
