These pictures have nothing to do with agricultural policy but rather
illustrate the recycling of MiG-19s and J-6s, MiG-21s and others in Bac Ninh
Province to the north of the Hanoi.
According to an article in the Vietnamese newspaper which carried the photos,
the locals ship in redundant aircraft, take them apart, melt them down and
make more useful stuff like alumin(i)um ingots and pots and pans. Plus the
kids get a wonderful (if temporary) playground.
As for the country's real (human) farmers, they're growing most of the
world's instant coffee.
