It's due to the hot gazes coming out the exhaust pipes, as on the
enclosed picture, behind and below the fuselage. The background is
"only" out of focus, but the plume is blurred more than that.

Perhaps more obvious on this one, on both sides of the engine. There
are two zones, differenly blurred.

I looked at all of the C-195 pictures and noticed the short exhaust
stack exited on the bottom left of the cowl. Didn't notice any blurring
on any of the others. However, it doesn't mean you are incorrect in your
assessment.
