When I read FAR Part 103 it says that ultralights must have a power
off stalling speed of no more than 24 knots.

When I go to the Windward Performance web page it shows the stall
speed of the SparrowHawk as 32 knots.

How can the SparrowHawk be flown as an ultralight in the U.S.?

Because the stall speed requirement only applies to POWERED
ultralights. No motor = no stall speed requirement. Read the reg
carefully. I think you will find there is only one requirement for
ultralight gliders.

Hi Gang
I can't be more emphatic than Steve's response. READ PART 103!!!! If
you do (and can speak English) it is 100% clear - not 99% clear. There
is no stall speed limitation on a non powered ultralight nor is there
any other speed limitation. Guys and gals read the FARs before you
post - please - please - please. Otherwise you are wasting our time!

PS Don't prompt me on LSA gliders. The FAA here went nuts. I spoke to
the FAA people who wrote the rules and they were embarrassed. Some
things defy reason.
