As usually in such cases, the truth must be somewhere in the middle;-)

According to the latest "Air Forces Monthly" there were 12 Seahawks
(SH-60F/HH-60H of HS-2 and SH-60B of HSL-47) aboard Lincoln when the
relief effort begun. Later on it was reinforced to the number of 15,
17 or - as AFM says - 19, most (all?) of the additional helos being
MH-60S Knighthawks of HC-11.

There would be at least two MH-60s onboard the AOE with the CVBG. BHR
would also have a pair embarked for Vertrep. The Navy said 17 helos with
the Kennedy group and 25 with the BHR group (which makes sense: 12 CH-46,
4 CH-53, 3 UH-1, 4 AH-1, 2 MH-60S), at least at the start.
