From the user's manual:
Operation of FLARM is forbidden in the USA or Canada or in aircraft registered in the USA or Canada.

For the USA FLARM devices operate on the ISM band around 915 MHz.

The PowerFLARM will be FCC approved and are (obviously) intended to
operate within the USA both from an FCC approval and product liability
viewpoint.
