The FCC's potential plans to give away vital frequency bands to the detriment
of GPS will have serious consequences for GPS users of all types. This article
mentions one of the potential problems:

As absurd as this whole thing goes, Lightsquared project has not been
authorized !
Most likely they will suffer from some pretty significant restrictions
if they do get the go ahead.
This issue has been subject of a debate in the US Congress, Senate and
White House meetings.
Legislation has passed the house requiring the US Dept of Defense to
report to congress if anything gets approved that creates jeopardy
from military use of GPS.
The current US administration allowed this to be fast tracked based on
the promise of jobs. But it most likely will back fire.

Will it affect the make-believe GPS in your make-believe plane?
Besides, the FCC doesn't have anything to do with the vital frequency
bands in France, where you ran away to.
