Great News! Sport Pilot Leaves DOT for OMB
December 24, 2003 - Christmas came early to the aviation community when
Department of Transportation Secretary Norman Mineta signed off on the sport
pilot/light-sport aircraft rulemaking package and forwarded it to the Office of
Management and Budget (OMB) late on Tuesday, December 23.
“This is great news, as it completes an important step to make sport
pilot/light-sport aircraft a reality,” said EAA President Tom Poberezny.
“My compliments to FAA and DOT for their hard work in getting this important
task accomplished. EAA and the aviation community have been looking forward to
this important announcement as the rulemaking package enters its final
phase.”

OMB now has 90 days in which to review and return the package to the FAA, at
which time it would be published in the Federal Register as a final rule.

Fitz,

Does OMB routinely approve things like the Sport Pilot/Aircraft regs, or
do they have a habit of changing things, and thus dragging these
procedures out further?

OMB is straight up or down. They might go back to FAA and say "did
you know that this part of the reg is going to cost the Department of
Agriculture $330 million, are you sure you want to do this?" but they
can't change it themselves.

At the EAA convention 2 years ago, I was at the large Forum meeting.
I asked the person in charge of the pilot/light-sport aircraft Dept., "I have
been in aviation since 1966, WHAT is the OMB and what has it to do with sport
aviation?" Well they tried to explain to us, what the dept used for"

From what Iittle I know about the OMB dept, it is just another Goverment
agency that are trying to justify they over paid Job. Or their Over paid
position.

AFTER ALL THE YEARS OF EVERYONES WORK ON THIS PROJECT. ITS LOOKS LIKE IT WILL
MAKE IT.
