Can you be a flight instuctor without obtaining a instument rating if you
will not be teach instument student. Ex. Comm Pilot -> Flight Instuctor

having an instrument rating. However, in other categories of aircraft an
instrument rating is not required for the flight instructor certificate.
Helicopter is one.
