Most likely by the same company that "scrapped" the carrier Russia sent to China.

Hmm that would be the Chong Lot Travel Agency Ltd, I dont see them
on the DOD bid list. In fact Sea Shadow will be scrapped in Alameda
by the Bay Ship & Yacht Co.
