The manufacturer computes the initial weight and balance, sometimes using an
average figure for a run of several aircraft. Whenever any significant
change is made to the aircraft, the mechanic or technician calculates a new
weight and balance. The old weight and balance should be marked "superseded"
and kept somewhere safe so that the calculations of subsequent weight and
balance forms may be checked if necessary. Additionally, the operator of the
aircraft is required to get the aircraft weighed periodically if it is used
to carry passengers or property for hire.

The pilot is responsible for ensuring that a weight and balance is computed
for each flight using the planned load of fuel, passengers, crew and cargo.
Some operators, such as big airlines, will have specialists who do these
calculations. Military cargo planes and some civilian cargo haulers have
loadmasters calculate the weight and balance. But it is ultimately the
responsibility of the pilot in command to ensure that the aircraft is within
tolerances of weight and balance for the flight.
