On a trip to Mexico my transponder failed. How can I cross back into
the US with a failed transponder.

Why do you need a transponder?
If you file the appropriate flight plan and land to clear US Customs, I
don't understand why you would need one.
I fly a 1945 Aeronca Champ with no electical system, is there some new
rule that mandates a transponder for transborder operation?

Just let them know when you file your DVFR. They will just ask the
time and location of your crossing. Its not unusual.

Fill up your plane with cocaine and your chances of being stopped or

After some asking around I come to realize that if you cross the
border out from the US and have a transponder failure it will be
dificult at best to get back into the US.
There is a waiver you can get in the Canada/US border but it takes
seven days advance notice.
Couldn't find any info on comming from Mexico, called the San Diego
and San Angelo FSS and they asked me to call Customs. Called customs
and the answer was no.
So take back-up for such trips.
