Rewritten TSA rule

I think the three "clarifications" posted by the TSA amount to a significant
rewrite of the rule. It's kinda hard to comment on the result. Does anyone
want to try to mark up the text to reflect what it actually says now?

Although, I supposed, the comment period has formally closed. The docket is
no longer listed on http://dms.dot.gov/cfreports/fr.cfm; you have to jump
direct to
http://dms.dot.gov/search/searchResultsSimple.cfm?numberValue=19147&searchType=docket

I'm not complaining about the proliferation of "comments" on the docket,
since that is about the only means of providing public comment on this rule.
But it must be said that there are so many comments on the docket that it is
somewhat difficult to locate any clarifications. Do you have the specific
document numbers where the clarifications are posted. I hesitate to ask,
because you have done so much already to make this rule accessible to us,
but if I could just have this one last favor...

Anything with a name like "U.S. DHS/TSA" in the Title [sic] column.

At a quick scan, looks like 226 and 227 (the major rewrites) and 207/215 (I
think they are the same document, clarifying that students already enrolled
in a specific course of training are exempt).

Last favor - promise?

Go to http://dmses.dot.gov/ .

You can do a Simple Search on Docket Number 19147 to see all documents on
the docket. Or you can do Advanced Search, use TSA for Agency, 19147 for
Docket Number, and Response(s) for Document Type. This filters it to only
the Responses to comments and questions.
