How are things with General Aviation in Russia nowadays? I heard there are
still no laws governing it, and only a privileged few can fly. The skies
still belong to the miliatary, an old Communist legacy.

Pretty much that's the truth. And guys like these don't help the situation either. I mean it's fun to watch (I have a video), but I still think this was extremely irresponsible of them.

It looks like the altimeter is indicating slightly below zero -- what? --
meters?. I thought Moscow was around 200 meters. Did they set it to zero on
the ground, perhaps?

Yes, they set it to zero on the ground (QFE), just like everywhere else in Europe.
And also don't forget that aneroid altimeters have a certain margin of error,
especially when it's cold or warm. (I totally forgot what's the legal allowance is,
I think it's 25')

В прошлом году, по словам Михайлова (главнокомандующий Военно-воздушных
сил генерал армии ), в ВВС поступило
около 20 новых боевых единиц. Владимир Михайлов особо отметил принятую на
вооружение в декабре партию из 7 тяжелых истребителей СУ-27СМ, максимально
приближенных по своим возможностям к боевым машинам 5-го поколения. В 2005
г. на нужды ВВС выделено еще на 30% больше средств, чем в 2004 г. Это
позволит в нынешнем году получить еще 17 подобных машин, ничем не уступающих
новейшим мировым разработкам, и сформировать из них полноценный полк. Кроме
того, с этого года начнется модернизация и легких истребителей МИГ-29 (они
получат индекс СМТ). Максимально приблизится к требованиям современности и
главная "рабочая лошадка" армейской авиации - знаменный вертолет МИ-28. Его
модификация МИ-28H уже в нынешнем году начнет поступать в войска. Кроме
того, продолжатся испытания модифицированного МИ-24ПH. Список новинок
далеко не полон. В 2005 г. войска ПВО получат не имеющую мировых аналогов
ракетную систему С-400 (при этом продолжится модификация уже находящихся на
вооружении комплексов С-300). В скором времени ожидается завершение
испытаний фронтового бомбардировщика СУ-34. Продолжится омоложение парка
Дальней авиации - в 2005 г. туда поступят два новых стратегических
бомбардировщика ТУ-160

Hе обошел своим вниманием Михайлов и технику будущего. Речь,
разумеется,
идет об универсальном боевом самолете 5-го поколения, который пока имеет
название "Перспективный авиационный комплекс фронтовой авиации" (ПАК ФА).
По словам главкома ВВС, не так давно уже состоялись "смотрины" электронного
макета будущего самолета, и руководство ВВС осталось довольно его
аэродинамическим обликом. "Работа над комплексом идет строго по графику", -
подчеркнул генерал армии. Испытания самолета при соответствующем уровне
финансирования могут начаться уже в 2007 г.

I thought that placard on the right top of the panel that starts "NE"
was a registration number but I'm not so sure when I look closer.

How do you mean we set our altimeters to QFE everywhere in Europe?
I certainly do not, it is always QNH for me and a lot of others.

There's plenty of tree clearance. Compared to some backcountry
strips I fly into, it looks down right generous :-)

A Wilga! Very cool. They were quite popular here in the
Southwestern U.S. about 10 years ago (I think there was a local
dealer). Haven't seen one in quite awhile. As I recall from a short
flight, low and slow was the airplane's strong suit. Just out of
curiosity, are the cars in the video passing the plane?

Nah, it's flying at 160kph (see airspeed indicator on the left), which is about 100mph/86knots.
While there are people who drive that fast (gee, I do!), there were no carse passing the plane in
the video :)

They are still available. There's a guy in Highgate Vermont who is
bringing them in and selling them. While watching one circle the
field last summer I heard the following: "They may be ugly, but
they're sure slow". :-D

Geez! That's high cruise speed (max range cruise is only 142kph).
Don't think I've ever seen anyone in that much of a hurry, in a Wilga
:-))

I started flying at an airport with about that much tree clearance.
The air does strange things when it pours over the tops of those
things.

It is STOL simply because it has a 260HP radial pulling the whole go-cart, but everyone I know who flies this thing, say it's a deadweight without engine.

There's no need for unjustified bias. Many domestic spin-offs have exceeded Aeroflot both in safety and service,
and Aeroflot itself is very much Western style company nowadays flying all the latest Boeing and Airbus aircraft.

C'mon, it's justified. Perhaps a bit dated, but justified. Boeing-Airbus,
Tupolev-Antonov -- Soviet safety issues were rarely hardware related, it was
usually maintenance and over-loading, ie software/wetware. I'm wondering
how much "new" companies have been able to change that.

I do agree that international aeroflot, in my experience, has distinguished
itself from its domestic colleagues.

Who would you rate among the safest domestic spin-offs? I'm personally
interested cuz I'm heading back for extensive travel within the country come
April...

Transaero has the best record both service and safety wise, they fly exclusively all
Western aircraft. Siberia ("Sibir") has probably the worst, though often through
no fault of their own, their planes get shot down or blown up by terrorists.
Other than Aeroflot and Transaero, results may vary, cuz you may get an old beat up
aircraft, but excellent service, and vice versa. Safety wise there hasn't been a
major Russian airline crash in years due to aircraft or crew fault, so no worries
there.

Have you ever SEEN a Wilga? http://www.pzl-okecie.com.pl/wilga.htm

They are relatively heavy, and excessively draggy. One flight report
I read described how when are landing and you pulled the power
downwind at the end of the runway, you'd better be turning for the
runway immediately because the bottom just drops out.

A glider it is not.

Just as a side note, there's a german female pilot flying a wilga from
germany to namibia, africa. Towing a sailplane! It's supposed to be the
longest tow, aiming for a new record. The website is in german, but they
have some cool pictures... Here's one to start:

The road is supposed to be single lane. And the two cars sitting in
the middle of the road stopped are supposed to be State police. That
is the standard of road buzzing here in the USA.

And the picture must include the scared cop's face.

I have not ever done that, but that is the goal of such odd behavior.
To stunt.

And stunting require the ever present power lines to be dodged.
A stupid and dangerous stunt.
