Here is the reply from Strifeneder, in case anyone else is looking for custom water bags.

Hello,

we can make this water bags.
The set with 1 layer costs 556,20 EURO and with 2 layers 685,44 EURO
(but without Form One) + packing and shipping.
If you need a Form One you must order it by Alexander Schleicher GmbH & Co. Poppenhausen.

you probably won't get a Form 1 from Schleicher either. I ordered new
water bags last year and just got a "conformity declaration", stating
that the items were manufactured according to the standards. Price was
363 EUR for each bag. They are 1 layer, but from a more rigid material
than the original bags.
