Almost needless to day, I doubt that any rational business case could be
made for in-flight refueling. Even governments can barely afford
in-flight refueling for their air forces.

Think about it: You must put at least two expensive airframes in the
air to transport just one payload to a destination. Naturally, both of
those aircraft consume expensive fuel! If the refueling fails, (as
often happens) you must have a plan in place to divert to solid ground.
