Avoiding VNE

Buy a Phoebus with a tail drag chute. If you get in trouble, just pull
the handle and the maximum speed , even in a vertical dive, will be
about 3/4 of VNE.

Here we go again. If you pop the drag chute at Vne will you rip off
the tail or do other damage?
