No...it was the economic reality that getting there slower/cheaper with a lots
of passengers (think 747) was a better idea than getting there faster with fewer
passengers and higher ticket prices.

....and then all the technical issues.

I was referring to America abandoning manned
space flight and instead relying on the Russians
to get Americans into orbit.

All they have to do is say "Nyet" and our
entire astronaut program collapses.

The Russians are under contract to carry Americans ($80M/astronaut) to the
shuttle until 2019 when SpaceX and Boeing hopefully have their space launch
vehicles certified.

I would hope the Russians honor their contract.
History shows they cannot be trusted in that regard.
