Can anyone tell us what glue to use to stick Teflon rubbing tape onto the nose of a rudder?
The wide Teflon tape does not come with adhesive.

If you are after a tape coating that is slippery and abrasion resistant, you don't want PTFE (Teflon). Teflon is slick, but doesn't deal with abrasion well. They do sell it with adhesive backing, try McMaster-Carr or Amazon.

Much better where abrasion is expected, would be UHMW-PE (ultra high molecular weight polyethylene). Available on Amazon. Comes in a milky clear that won't stick out like a soar thumb on white. Mostly uses an acrylic adhesive.. Note that UHMW is very strong mechanically and cannot be stretched to install on compound curves.

Another possible option is to use UHMW-PE sheet-it would have to be mechanically fixed though.

Incidentally UHMW-PE tape is ideal for providing a sliding surface for the wing spar stubs at the ledge of the fuselage spar box opening. Putting the tape there is particularly advantageous for solo assembly as it prevents abrasion damage to the bottom of spar stubs.
