When I went down to Mexico last weekend the San Diego FSS woman said
there was no longer such a thing as a DVFR flight plan. She says
they'll notify customs but there is no specific flight plan. I still
called South of the boarder and altered them to my arrival and I still
called after landing to "close it". So I'm wondering if I'm just doing
something old or if she was just talking semantics.

Call her back. Ask her if there is a NOTAM or Letter To Airmen
regarding the change in FAA policy? Get the number and look it up.
Or get the contact information of the individual responsible for
making the change public, and ask the same question.

well... it is still in my 2005 FAR/AIM (AIM 5-1-5)
Still on FAA Form 72-33-1 (8-82) (Flight plan form last updated 8-82,
according to AIM)

and a search on www.faa.gov for "DVFR" reveals pages of references..
