The Minutes of the Fall 2019 are now available on SSA.org at the following address:

Consistent with the RC's stated intent announced in 2018, all FAI Class National Contests in 2020 will be flown under FAI task definitions and scoring formulae under waiver. Regional Contests and Sports Class Nationals will be flown under US Rules.

Please note that to ensure maximum continuity and to maintain integration existing infrastructure for contest organizers, CDs and scorers, WinScore will be the scoring software used. Also, in order to minimize the chances of pilots being penalized due to confusion about subtleties of how penalties are assessed, penalties will remain essentially unchanged from the 2019 US Rules as will many operational rules, such as motorglider engine test procedures, for example. Handicaps will be from the US handicap list.

To allow pilots and organizers a head start in considering relevant changes the RC is providing DRAFT references to the relevant rules contained in the official FAI documents to be published in the waiver document under which FAI Class Nationals will be run. Relevant rules are found in two source documents, published by the FAI:

Annex A to Section 3 - Gliding

Alternative Scoring – Gliding
Found in the file https://www.fai.org/sites/default/files/altscoring.pdf (current version is dated 21 Mar 2018). Within this waiver document, the abbreviation AltScoring refers to this source document.

The list below notes all sections of the two source documents that are applicable under this waiver, subject to modification as described by the notes included in the list. Applicable rules supersede the (formerly) relevant US Rule. Within applicable sections, any reference to Local Procedures shall be taken to imply reference to US Rules.

SC3A Part 6 – TASKS
Applicable without modification.

SC3A Paragraph 7.4 – STARTING
Modification: Paragraphs 7.4.1 and 7.4.2 (Designated Start) do not apply.

SC3A Paragraph 7.6 – TURN POINTS AND ASSIGNED AREAS
Modification: Paragraph 7.6.2b (Non-circular turn areas) does not apply.

SC3A Paragraph 7.8 – FINISHING
Modification: Paragraph 7.8.4 (Finish Procedures) does not apply.
Thus, finish communication procedures follow US Rules.

SC3A Paragraph 7.9 – TASK COMPLETION
Applicable without modification.

AltScoring Paragraph 8.1 – SCORING SYSTEM
Modification: Paragraph 8.1.1 (Team Cup) does not apply.

AltScoring Paragraph 8.2 – COMMON RULES
Modification: Paragraph 8.2.4 (Handicaps), does not apply.
Thus, handicapping is done in accordance with US Rules.
Modification: Paragraph 8.2.5 (Penalties) does not apply.
Thus, penalties are applied in accordance with US Rules.

AltScoring Paragraph 8.3 – DEFINITIONS OF SCORING PARAMETERS
Modification: In paragraph 8.3.2 (Competitors), the value used for H (handicap) shall be 1.0 divided by the handicap value determined under US Rules..

AltScoring Paragraph 8.4 – CALCULATION OF SCORES
Applicable without modification.
