that basically means downloading weather data to your LX devices is illegal during competitions, correct?

This is not a ban against carrying smartphones, and it is not a ban against reception of weather broadcasts. The subtleties are the responsibility of the Organisers in cooperation with IGC. Talk with your Delegate about the discussion that took place.
