I gather you spent much of your career in the Telecom industry, so I though

When did they deregulate energy in California?
Everything I've read indicates that they never even came close to
deregulation.

First you need to explain how a regulation set that went from 8,000 pages to
21,000 pages is "deregulation".

pretty accurately predicted what eventually happened in California before
the ink was dry on the governors signature.

I'm sure that this is all true but the power companies were all for it and
it was less regulated than before. The airlines all clamored for
deregulation in the 70s....be careful what you wish for...
