Hughes had been told by the government that he was only to do a taxi
run that day. That was only one of the restrictions that the
government had foisted onto the project.

I worked with a gal whose husband had help build the Spruce Goose.
He had said that as soon as they saw Hughes get on board, they knew
what was going to happen.
