Can anyone tell me if recommended Flap Speeds, as they appear in flight manuals, are Indicated (IAS) or true (TAS)?
I would assume indicated, otherwise a speed ring wouldn't be helpful, but I don't like to assume.

The airplane only knows IAS. TAS means nothing to it (exception is flutter).
