I'm about to do some final torquing of bolts and I want to make sure
I have the right torque numbers. A DOT Inspection and Repair manual
chart states that an AN-3 bolt with an AN-365 nut ( fine thread )
should be torqued to 20-25 inch pounds. Is this correct? Thanks

With that nut (tension type) this is the correct torque.

You would use a lower torque (12-15 in lb) for a shear type nut (i.e. AN364)

See Chapter 5 of AC43.13-1A (or 1B - the later rev) for further details.
