Can the pilot (with no FAA certification) of a Part 103 Ultralight file a
VFR flight plan?

That's a bit outside my field of expertise, but I don't see why he wouldn't
be able to.

Does a part 103 ultralight have an N-number?

No, although the US Ultralight Association and other organizations provide
FAA sanctioned registration services and provide registration numbers.
