Is there some way to learn when an NTSB final accident report is
scheduled for release? I coulnd't find anything on their website
addressing the issue.

They don't usually announce that in advance, except perhaps for
extremely high profile cases, and perhaps a few days in advance, at that.

The usual rule of thumb for the typical accident is no less than 12
months or so before the final report comes out. Larger and more complex
accidents can take longer.

Many NTSB final reports come out a lot earlier than 12 months. For example, a lot of final reports
have been issued as of July 05 for accidents that took place in April 05. See
