My thoughts exactly?
Why is it now he's not the head of NASA? Give him a few megabucks for the
beauracuracy headaches.

There isn't enough money to pay Rutan for the bureaucracy headaches. Offer him

Jesus Jingle, Kennedy said "in this decade" in my senior year of high school
and we beat that timetable by a year for a hell of a lot less than $100B.
I'd prefer to target that $100B on a reliable fusion program, but then
again, "we'll never run out of oil". My hiney we won't.

Give Burt 10% of the $100B and tell him he can have the rest if within 10
years he has a space craft capable of Earth-Moon travel powered by a fusion
engine and we can have both.
