What is the word on the P-8? With the war in Iraq, is the funding being
pulled for war materials?

Still on target according to this US Navy web page last updated in
August 2005.

You know it won't be operational until until 2012-13?
Did someone tell you that the USN was shutting it down because of the
war in Iraq? Don't believe the hype.

It's exceptionally rare for engineering funds to be diverted to war
materials in any substantial way, absent major programatic action
(i.e. cancellation of an entire program).

Not yet. The P-8/MMA is still funded for the time being. Unfortunately,
the international parters are dropping like flies; only Italy is left,
really. (Italy is looking at both P-8s and a 737-based AWACs, avvording to
AvLeak).
With the demise of the Army-led ACS airborne electronic intelligence program
seeming increasingly likely, I would not be surprised to see an EP-8
version proposed soon. The marginal cost increase compared to a larger
regional jet like the EMB 190 won't be huge, and the commonality would be
nice for both training and support.
