CAP 60hp/person

What reg is it that restricts CAP to a min of 60hp/person? Is this
national or Ca wing?

You said you just took your form 5? you should have
memorized CAPR 60-1 and its supplements by now :-)
It seems that this rule appears in the Pacific Region
supplement to 60-1.

I have never heard of such a reg. Read the 60- reg, that governs AC
operations, it ain't in there and no one I know has ever even voiced
it. That would mean a std. 180HP C172 is only a 3 person plane, we
regularly carry 4! Weight and Balance is the requirement only.

rating. There will be a minimum of 60
horsepower per occupant, unless a specific waiver - by mission/sortie

aircraft with proven performance with less than 60 HP per occupant For
example, a 230 HP Skylane and a 180 HP
Skyhawk shall both be limited to a maximum of three occupants. However,
the wing commander may waive flight
operations in an airplane such as a Citabria or Piper Super Cub with
more than one occupant per 60 HP."
