What are the chances of the U.S. Navy forward-basing some P-3s in Taiwan,
perhaps as training or part of an extended exercise?
Does Taiwan own any ASW aircraft of their own? What are their naval
capabilities?

Really slim, since actually putting US combat forces in Taiwan is one of
those things that really torques the Chinese. Not recommended unless you
want to start a war, which is manifestly not US policy.

Taiwan has requested its own P-3s for some time and they were supposed
to be in the 2001 arms package along with the Kidd-class DDGS (being
delivered) and new diesel-electric submarines (apparently dead in the
water). I'm not sure what's happening with the P-3 request.

Taiwan's updated Turbo-Trackers are pretty modern despite their apparent
age. Taiwan also has S-70 (SH-60 variant) ASW helicopters.

This isn't that hard to research on your own. Google "Taiwan Navy" or
"ROC Navy" for starters.
