I want to see nude women sunbathing from above.
How can I build such a plane?

OK, I'll deposit my 25 cents to cross the troll booth...yes, ANY plane
will work. The key is to fly it low and over a known nudist hangout (no
pun intended).

You don't need to build a plane, just overfly the bathhouses at the
nearest beach.

I would get a high wing observation plane. Maybe a Cub clone with a
modern engine and a large slow turning quiet propeller so you could
silently fly over. Better put some armor plate in too, since if you ARE
noticed you may draw ground fire!

When I was in flight school in Eugene, OR in the early '90's there was a big
house in the Coburg hills to the east that had beautiful women sunbathing
naked around the pool during spring term. That must have been why all of us
at the school used the east practice area.

Please name a few of these states that make it LEGAL to shoot down and
aircraft that is flying at minimum legal height (or for that matter below
legal height)!

It did! There was also a hill to the south that offered live porn on
occasion but the east side was a sure thing if it was warm.

That happened on an RC plane, camera equipped and shooting pictures
over the nudist beach north of San Francisco.
Fortunately the plane was built in styrofoam and had two engines,
because the shotgun fire took out the left nacelle and a nice chunk of
wing.
NOT the camera, though!!! :-)))

In this case, something you could put a big reduction gear on since
you want to slowly turn a big prop.
Specialized manufacturers of Hollywood lighting generators used
rebuilt flathead Cadillac V8s for decades because when properly rebuilt
they were the quietest engines they could find. Power-to-weight might
be problematic for aircraft use though. And in no way modern.

Arizona and North Carolina are two. While there is no law (that I know
of) on their books specifically allowing the shootdown, the people who
did so never went to jail. In one case, a police helicopter was chasing
children in a park with their bird. The man who downed the copter went
to trial but was not convicted, the cops were. I think that one was in
NC. I don't remember the specifics of the AZ case, but it never went to
trial.

IIRC the AZ case was border crashers.

My thought exactly. I know people who drive drunk and don't go to jail
so I guess that makes drunk driving legal.

I have eleven acres on a mountain top that's two miles from WV's Avolon
neutist resort. I might just overfly(helicopter) one time just to have
a peek. :^)

that is absolutely the case.
the joke of all this is that at 500 ft you are hardpressed to tell
whether someone below you is male, female, clothed or unclothed at
all.
we have a nudist beach in Perth (Swanborne) and every time I've flown
someone over it they've been amazed that you can see nothing at all.
people look like ants they are that small.
the armchair pervs are quite amusing to read.
I've been flying along that nudist beach for 10 years now (it is under
a busy VFR lane) and most times I forget to look. there's nothing to
see. :-)

Why not just go up and introduce yourself?
Rumor has it that there was one Cub pilot who liked to "glide" over
one area at tree top level as there was apparently one woman who liked
to sun bathe on the back of their boat which was on the trailer in the
