Somewhere on the net I came across a towbar for cherokees, which was
reversed in such a way that one could push on the wing and steer with
this towbar all by oneself. However, as the saying goes, I can't find
it again.

Anybody know of such a device?

So, not really a towbar but a way to steer the nosegear?

Yes, which is one of the functions of the towbar. I think it was even
made from a standard towbar. However, as you point out, unlike a
regular towbar you would not get very far actually trying to tow the
aircraft with it.
