FWIW, saw an article with statements by authorities and the carriers
explaining that this is a distorted perspective thing. The plane in
the background is, according to the article, a much larger plane, and
the planes are not as close as the flattened perspective of the photo
makes them look.

I totally agree, they have TCAS, they knew where each other were at.
