They seem to mention the local time zone explicitly (e.g.

That's the NTSB, not the FAA.

Let's see, the Lantana crash on 1/24/2006 appears on both sites. The FAA
cites a time of 1545; the NTSB says "about 1100" EST. So it looks like UTC.
