I pictured some guy sitting in a lawn chair, where the tower used to be,
talking into a handheld. He'd also have a battery powered light gun,

Bob Gardner makes an excellent point. If the tower is closed - it's closed.
You don't have to make contact with them. So no, Meigs Class D is not
active.

Controlled airspace is established by regulatory action. Part-time Class D
airspace will be in effect for the period the tower is open. But if
something happens to force the early closure of the tower the airspace
remains Class D.
Airspace changes have to go through the entire rulemaking process. An NPRM
is issued with a 90 day comment period. That's what happened at Meigs, the
Class D airspace remained in effect well after the field was destroyed.
Two years ago Meigs was depicted by name as a closed, uncontrolled field
within a Class D surface area. There was no entry for the airport in the
A/FD, just for the RCO. The approaches had been removed from the TPP. You
had Class D airspace without an operating control tower.

Most of the Class D airports I fly to revert to Class G when the tower is
closed. Is that not true for Meigs?

Meigs had Class D airspace from 6 AM to 10 PM and Class G airspace from 10
PM to 6 AM.

E, no?
For instance, many of my local D's are located within E down to 700.
I've heard the tower closing announcements @ GON & HVN, where they state
that the space defaults to G. I always assumed that this meant only to
the floor of the overlying space.
Am I confused? <G>
