Will a piston (non-turbo) run cooler at altitude where the outside air
is cooler or lower where the air is more dense ?

Piston engines run cooler at lower altitudes when the air is more
dense. At the standard lapse rate, the decrease in temperature at
altitude does not compensate for the more pronounced effect of decrease
in air density.
