"Aeronautical Information Services is in the process of testing a
web-based electronic data distribution system for the 56-day subscriber
files. This system will be replacing the current method of sending
subscribers a CD-ROM by FEDEX. The advantages of the new distribution
system are the data will be available almost a week and a half before
the CD is received; subscribers will be able to select whether to
download all or some of the files, and there is no cost to subscribe."

The sectionals are already on the web. You can buy them for $1.50 each
in GeoTIFF format.
