Because North Korea HAS tested a nuke, and has thousands of tub artillery
within range of the capital of South Korea, it's basically impossible to
play rough with North Korea without restarting a full scale war.

The lesson is to escalate the pressure BEFORE a nation tests a bomb. Like
Iran NOW, not next year or the year after. With nukes only preemption
works - once they have it you can't really pressure them anymore.
