For cosmetic reasons, we need to have the rudder and elevator of our
sailplane re-covered while the plane is taken apart during its next
major inspection. Where can this be done in Southern California ?

By "recovered" I presume you mean tube and fabric?
Most EAA Organizations would know an A&P that can do fabic work.
Just the rudder and elevator of a L-13 or SGS 2-33 should not be that
difficult.
